The use of small Horizantal axis wind turbines are not quite popular. But it has great advantage as it occupies less space and it is direction free.
So these small turbines can be placed in the middle of the road i.e. more like a the median so it will both control traffic and produce effective output. As the vechiles pass the air throw will be sufficient enough to run these WEG.
